Is all "New" Required?


How was it determined that Utica needed a new hospital? We ask hoping to better understand hospitals and healthcare systems. One first needs a Primer On Hospital Accounting & Finance, then a firm grasp on government funding and healthcare insurances (probably an impossible task!). However, the current debate is not if we need a new hospital, just where it should be built. We say, don't bulldoze businesses and downtown in the process!

Below we list the reasons that have been given for a new hospital, why it is downtown, and then we'll examine the statements and compare it to available information. Towards the bottom, we'll list some of the reference documents we've used.

New York's Department of Health has laws for establishing hospital need. See section NYCRR 709.2 that covers, Acute Care Facilities, a.k.a. "Hospitals".

Get to know two important entities; State Hospital Review & Planning Council and the Facility Planning, plus the NYS leaders who govern the public funding; NYS Assembly and the NYS Senate, and of course the Governor.

The need is probably defined in the C.O.N. process, but that seems open to outside and political influences.
