This is a theme they've tried using, "Anchor Institutions", to pave a way for their downtown hospital. Therefore we're investigating the history of term and proposition(s) it purports to offer Downtown Utica. However, the word "dubious" comes to mind upon reading, Anchor Institutions in the Mississippi Delta: Mapping Relationships Between Community Anchors and Socioeconomic Indicators, where researchers state:

“When the data from the 14 census tracts that included an anchor institution is averaged against the 112 tracts that did not, no significant difference was found when accounting for margins of error.”
