The downtown concept has many missing details and costs. One issue are the energy requirements; electrical and gas, plus backup power. Hospitals require a CUP, or Central Utility Plant, here's an CUP Schematic. Incoming power (electric and gas), stored gas (diesel fuel), and power production occur here, and are then distributed to the hospital facility.
Currently the 64-acre St. Luke's Campus has its own micro-grid that supply green energy to; the hospital, Utica College, and the St. Luke's Nursing facility. It is called the Burrstone Energy Center. Why are politicians suggesting we walk away from the entire Oneida County Medical District, and start anew?
The demands of the downtown hospital will require new electrical power lines and gas lines from National Grid. The existing Columbia Lafayette Neighborhood is served by what's in place. However much larger systems, and a backup system, are demanded by a huge hospital. Systems like these Combined Heat & Power (CHP) or "Cogeneration plants"
