Utica has or is surrounded by by four hospital districts; total acreage of XXX. Elected officials and candidates have suggested our small, landlocked, city has a hard time increasing tax revenues. So how can bulldozing downtown and pushing-out tax-paying businesses be a solution? Worse, they'd replace them with a non-profit hospital and a sea of parked cars?
