Consolidated Funding Applications (CFA)


In 2011 Governor Cuomo’s Consolidated Funding Application (CFA) went into action. Rather than having many state departments with separate and different funding processes and dates, Cuomo consolidated them into an annual program and calendar. Another state program is the Downtown Revitalization Initiative (DRI), part of Cuomo's Upstate Revitalization Initiative proposal.

Round I (2011), December 8, 2011

December 8, 2011 - Cuomo Announces that $785M To Be Awards in 1st Round CFA Process.

December 19, 2012 - $738 million has been awarded, as Cuomo Announces REDC Awards for 2012.

December 11, 2014 - Report out of Albany, Governor Cuomo Announces Awards: $709.2M In Funding.

Round V (2015), December 10, 2015

April 30, 2015 - Today Cuomo launched two major economic development programs; the 1st "Upstate Revitalization Initiative" (URI) and Round V of the state's CFA program. June 1, 2015 - We learn Fort Schuyler Management Corporation (FSMC) is awarded projects in Utica (Marcy) and Buffalo, as Cuomo Awards Total $168,975,000, as the Mohawk Valley Region nets $15.65 million.

December 10, 2015 - Today we learn Cuomo Awards Over $2 Billion in state economic development resources.

December 8, 2016 - Reports states, Fundimg Awards To Be Announced, also revealing the 2nd round Upstate Revitalization Initiative or "URI" winners.

Round VII (2017), December 13, 2017

December 13, 2017 - Albany press release reads, Governor Cuomo Announces More Than $755 Million in Economic and Community Development Resources Awarded Through 2017 Regional Council Competition. The following day Montgomery and Hamilton counties report Region Awarded $9M.

Round VIII (2018), ??????

April 26, 2018 - Governor Cuomo Launches Round VIII of the Regional Economic Development Council initiative, a competition for more than $750 million in state economic development resources.

October 23, 2018 - Dates announced for presentations to the CFA Strategic Implementation Assessment Teams.

December 6, 2018 - As state's residents and applicants await 2018 CFA awards, we hear, Picente hopes Utica sports complex project will gain funding in 2019. So why no U District funding in 2018? As shown above, all prior years announced CFA winners in December.

Consider a March 27, 2018 news report titled, Picente Provides Update On U District Plans. We learn, "The U District would bring a casino, a craft beer museum and an athletic complex, the Nexus Center, to downtown Utica." Picente states, "...we'd like to break ground hopefully sometime this summer, as early as the summer, if all these things line up"

U.S. states spend $90 billion a year on tax breaks and grants per this report by Slate, which also states, New York’s Amazon Deal Will Be a Lasting Monument to Andrew Cuomo’s Economic Incompetence. It reads in part...

"...it does offer us a useful glimpse into the governing mindset that has led Cuomo to blow billions on corporate subsidies in fruitless and ill-conceived attempts to drive growth."
