Defund #DSRIP in Oneida County

February 25, 2020 - In 2014 the federal government offered $8 Billion To New York State. The waiver and "DSRIP" was intended to help rightsize New York's hospitals and hospital healthcare. Specifically, "to help hospitals transition health care from emergency rooms to more efficient community-based care in neighborhood facilities."

Unfortunately in Oneida County, unseen forces turned a promise of $300M In DSRIP Funding into a large real estate & healthcare scam.

Now, five years and three months since they wispered "new hospital", the ill-concieved new hospital concept has spent eight months in Albany Supreme Court and created a massive demolition and consutuction site. The poor City of Utica (30% poverty rate) has lost two blocks of historic buildings as Mohawk Valley Health System intends to walk away from very significant healthcare investments in South Utica and Utica's current Oneida County Medical District.

MVHS initially told the community, "Three hospital campuses would become one... it will help us achieve $15M to 17M in efficiencies per year." Now we know some activities will remain at all three current campuses; two would close their hospital fuctions (that are oppasite colleges with healthcare programs), another will remain fully opened (as a cancer and outpatient center), and an entirely new acute care hospital constructed downtown!

Their planned downtown site is projected to see 80,000+ annual ER visits, but moving ER and recent a Oneida County Municiple Bond has placed MVHS further into $193,702,411 debt - with $18M in payments due in 2020, and then $15M per year until 2049!

"The over-riding focus of DSRIP is reducing avoidable hospital use by 25% over 5 years for the Medicaid and uninsured population in New York State."

Well five years have come and gone, and virtually nothing adds up! The line that "Our Hospitals Are Old", there are Wetlands at St. Luke's, this is about Ed's & Med's, and that a Hospital Will Revitalize Downtown", and more... but to really explain things, we have their Emails (Via FOIL), and even a Smoking Gun!
